Baer Brakes & Emergency Brake

Need some help! I am the second owner of a 2000 S-281. The previous owner had Baer brakes installed and since installed, the emergency brake has never worked. Has anyone had this problem or heard of it and knows how I can get it working again?

Does the handle feel like it has no resistence, or is it hard to pull up, but just doesn't actuate the parking brake? Whoever installed the brakes may not have hooked up the cables.

There is little to no resistance on the actual parking brake. I had someone look at the cables and they said that everything looks like it's doing what it's suppose to, but it's just not holding. It's a real pain in the ass when I want to have it running without me in it to press the brake pedal.
